I'm pretty sure the rip-off was done by a company Microsoft outsourced to (i.e. not directly by Microsoft) - and after it surfaced that it was a ripoff the site was pulled.

Not sure what more Microsoft could have done. (The GPL violation was also outsourced work - and again I don't think you can fault Microsoft's response.)
