A COFOG-classified expenditure ledger: ten numbered function headings ("1. General public services" ... "10. Social protection") each heading a run of numbered sub-function line items, some with nested "of which:" detail, and each closed by a "Total <function>" subtotal, ending at "Total Expenditure on Services in England".

The ledger body is rows 5-124; rows 125 onwards are footnotes. Nil cells hold "-", which the template passes through rather than formatting as a number.
