EDJAS spec for the Welsh Government local authority revenue outturn.

This workbook follows the GSS pattern: a cover sheet of metadata, a contents sheet, a notes sheet, then one table per sheet. Table_1 is a full revenue account -- indented service line items rolling up through "All county and county borough council expenditure", "Gross revenue expenditure", "Net revenue expenditure" and "Budget requirement" to "Council tax requirement", with "of which:" breakdowns.

The value columns are deliberately mixed: two £ million columns, a change, a percentage and a £-per-head figure, which the ledger template formats appropriately.

Local authority revenue and capital outturn expenditure: April 2024 to March 2025, Welsh Government. A GSS-format release — cover sheet, table of contents, notes, then one table per sheet. Table 1 is a full revenue account running from service line items through Gross/Net revenue expenditure and Budget requirement to Council tax requirement.
